Please make sure the shipping country is different from the billing country.<\/li>\n<li>Click on the <strong>Create<\/strong> button.<\/li>\n<li>Go to <strong>Transactions<\/strong> &gt; <strong>Transactions<\/strong>.<\/li>\n<li>Search for the order that you have just created.<\/li>\n<li>You should notice the <strong>REVIEW<\/strong> status.<\/li>\n<li>Click on the details icon to view the transaction details.<\/li>\n<li>Under the <strong>Manual Review Triggered By Following Rule<\/strong> section, you should see the following description: <strong>Billing Country NOT EQUALS TO Shipping Country<\/strong>.
